Jira, Katalon, SQL, Microsoft Dynamics 365, ISTQB, and Agile methodologies
CONTEXT/INTRODUCTION The Directorate-General for Communications Networks, Content and Technology (CONNECT) supports the digital transformation of the Union's economy and society, fosters the internal market, and makes Europe fit for the digital age. This is done through legislation, policy initiatives, eco-system building and by investing in the research, innovation, deployment and uptake of trustworthy green digital technologies. In close collaboration with other Commission services and its customers, the "Knowledge Management & Innovative Systems" unit of DG CONNECT is responsible for the provision of software and services, including reporting facilities, for the policy, research and support units. It develops projects in the field of data and text analytics for research management, policy making or e-government initiatives and Web platforms (Digital Strategy, Futurium, Collaboration platforms, Newsroom, Innovation Radar…). It also ensures the smooth handling of daily operations (IT and VC equipment, automation, infrastructure…) and acts as point of contact for corporate services (DIGIT, HR DS, SCIC, OIB…). DG CONNECT is also implementing the Digital Services Act Regulation (DSA). The DSA is a recent flagship regulation aimed at providing a coherent regulatory framework for online platforms – such as social media sites, search engines, or online marketplaces – in the EU. With the aim of assisting DG CONNECT with the development of these information systems, DG CONNECT is looking for an IS TESTER. The solution assignment may change over time, according to the portfolio/project/service needs.
DESCRIPTION OF THE TASKS Following tasks will be performed by external service provider:
• Definition of test plans and test cases
• Construction of test scenarios and scripts
• Execution of tests.
• Create reports / documentation of test results, errors, and issues to be fixed.
• Collaborate with the business analysts, users, project managers and the developers.
• Ensure the information systems meet the business requirements.
• Ensure the information systems meet the standards and specifications.
• Participate in technical working groups, progress meetings and meetings with the users. DIGITTMII-015172 Lot 1 – Page 2 of 3
LEVEL OF EDUCATION As stated in the Article 2.6.3.1. of DIGIT-TM II Service requirements, a minimum educational qualification for lot 1 is: Level of education corresponding to Level 6 of the European Qualification Framework which typically corresponds to a bachelor degree of 3 years.
KNOWLEDGE AND SKILLS Following skills and knowledge are required for the performance of the above listed tasks:
• Very good experience in Testing methodologies.
• Good knowledge of testing technologies, tools and techniques.
• Hands-on experience in manual testing.
• Good knowledge of a Test Management tool.
• Knowledge of a Defect Tracking tool.
• Experience in test data preparation, preferably with SQL databases.
• Experience in web-based technologies and Microsoft Dynamics 365.
• ISTQB certification will be an advantage.
• Awareness of software development and service methodologies (e.g., Agile).
• Ability to apply high quality standards.
• Ability to cope with fast changing technologies.
• Very good communication skills with technical and non-technical audiences.
• Autonomous.
• Strong organisational and time-management skills.
• Attention to details.
• Analysis and problem-solving skills.
• Capability to write clear and structured technical documents.
• Ability to participate in technical meetings and communicate clearly on technical matters. Due to the particular nature of a large international organisation such as the European Commission, candidates should also have the following non-technical skills:
• Capability of integration in an international/multicultural environment, rapid self-starting capability and experience in working in team.
• Ability to participate in multilingual meetings.
• Ability to work in multi-cultural environment, on multiple large projects and to adapt easily to new and evolving situations.
• Excellent Team Player.
• Ability to understand, speak and write English (C1/C2). Other European languages will be an advantage.
• High degree of discretion and integrity is required as the applications managed and maintained in DG CONNECT Unit R3 contain personal and confidential data.
SPECIFIC EXPERTISE Following specific expertise is mandatory for the performance of tasks:
• at least 2 years of specific expertise in defining test plans and test cases.
• at least 2 years of specific expertise in writing test scenarios and scripts.
• at least 2 years of specific expertise in a Test Management and Defect Tracking tools (e.g., Jira, DIGITTMII-015172 Lot 1 – Page 3 of 3 Katalon…)
• at least 2 years of specific expertise in relational databases and SQL.
