DESCRIPTION OF THE TASKS The HR Transformation (HRT) and SUMMA are the leading transformative programs in the unit. HRT is a multi-annual program that aims to replace the existing IT solutions in the HR domain by commercial off-the-shelf (COTS/SaaS) solutions. The program takes a holistic approach covering business and IT, all staff from pre-hire to retired, all HR services across the HR family, including the correspondents in the DGs up to Inter-Institutional level. SUMMA is a multi-annual program that aims to replace the existing IT solutions in the finance domain by commercial off-the-shelf (COTS/SaaS) solutions. The program takes a holistic approach covering business and IT, all finance services across the Commission, including the correspondents in the DGs up to Inter-Institutional level. The proposed candidate will work for the HRT and SUMMA programs in the Sector IT portfolio, programme and project office. The person will be assisting the Head of Sector, Head of Unit and System Owners to drive and achieve the digital transformation of the PMO IT portfolio, in line with the EU-wide HR Family Transformation Programme (HRT) and the financial transformation programme (SUMMA). Those programmes are the flagship initiatives within the new EC Digital Strategy and the EC corporate Double Pillar Approach (DPA) and are implemented using Commercial Off-the Shelf solutions (COTS) from SAP and ServiceNow. • Practical experience in information extraction, as well as from big data sources.
• Experienced with UML or case tools.
• Experienced in business process analysis tools.
• In depth knowledge of information systems and enterprise architecture.
• Ability to command respect and to create a sense of community amongst the members of the project teams.
• Ability to set priorities and adapt to changes in a quick, professional manner.
• Excellent knowledge of techniques for planning, monitoring projects.
• Sound business case development and approvals skills.
• Excellent knowledge of project management methods such as RUP, Agile.
• Experience of Workflow applications.
• Sufficient seniority and credibility to advise project teams on their projects in relation to the programme.
• Integrate the project and program strategies and ensure alignment with business strategies and drivers, and management priorities.
• Provide business architecture and systems processing guidance.
• Create and implement a business vision.
• Coordination of the implementation of the business and technical architecture requirements. • Definition and analysis of the business requirements. Prepare and maintain project and quality plans and track activities against the plan.
• Assistance to the definition of internal methodologies and application lifecycle.
• Participation in functional working groups, progress meetings and meetings with the users.
LEVEL OF EDUCATION As stated in the Article 2.6.3.1. of DIGIT-TM II Service requirements, a minimum educational qualification for lot 3 is: Level of education corresponding to Level 7 of the European Qualification Framework which typically corresponds to a master's level or 5 years of higher education.
KNOWLEDGE AND SKILLS Following skills and knowledge are required for the performance of the above listed tasks:
• Knowledge of enterprise architecture frameworks such as TOGAF, COBIT, …, and actual experience developing and building models based on such framework.
• Knowledge of enterprise architecture notations such as BPMN…
• Knowledge of enterprise architecture tools such as ARIS…
• Experienced in business analysis.
• Strong development background, experience with cloud architectures and experience with ServiceNow platform
• Good knowledge of ServiceNow application design
• Good knowledge of ServiceNow Modules: ITSM, HRSD, SPM/APM and App Engine.
• Good knowledge of data analysis and data modelling
• Ability to perform proof of concepts (PoC) efficiently and fast.
• Good knowledge of Business Intelligence / SAP BODS 4.2 and WEBI
• Very good knowledge and practice of service oriented, REST web services, architecture
• Knowledge of interoperability technology (web services, message-oriented middleware, service-oriented bus, event architecture).
• Working experience of JAVA (JEE) technology.
• Good knowledge of project management standards and methodologies.
• Usage of project management tools.
• Good knowledge of business process analysis.
• Good knowledge of Service Oriented Architecture.
• Proficiency in Angular (latest versions, build and automation tools), Bootstrap and Typescript.
• Good knowledge in client-side development of complex applications involving: multi module, Web Components.
• Experience in Web security, authentication, and authorization protocols (OAuth, Open ID Connect).
• Ability to apply high quality standards.
• Ability to cope with fast changing technologies used in application architecture and design.
• Good ability to participate in technical meetings and good communication skills in English and French Due to the particular nature of a large international organisation such as the European Commission, candidates should also have the following non-technical skills:
• Capability of integration in an international/multicultural environment, rapid self-starting capability and experience in working in team;
• Ability to participate in multilingual meetings;
• Ability to work in multi-cultural environment, on multiple large projects;
• Excellent Team Player
• Ability to understand, speak and write English and French will be an advantage;
• High degree of discretion and integrity is required as the applications managed and maintained in PMO contain personal and confidential data
SPECIFIC EXPERTISE Following specific expertise is mandatory for the performance of tasks:
• At least 5 years of experience with JAVA
• At least 5 years of specific expertise in JAVA, APIs, and Systems Integration
• at least 5 years of experience working as Tech lead.
• Excellent knowledge of Project Management frameworks, including PM2 and/or SAFe
• At least 3 years of experience with ServiceNow (Technical implementation)
• At least 3 years of experience with DWH & SAP BODS (Technical implementation)
• At least 5 years of specific expertise in enterprise architecture frameworks such as TOGAF, Zachman…, and actual experience developing and building models based on such framework
• At least 5 years of specific expertise in enterprise architecture notations such as ArchiMate, BPMN (min. competence level 5).
• at least 3 years of specific expertise in enterprise architecture tools such as ARIS and Enterprise Architect (min. competence level 4).
