Organizational Context The United Nations Office for Project Services (UNOPS) is the operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations. With over 8,000 personnel spread across 80 countries, UNOPS offers its partners the logistical, technical and management knowledge they need, where they need it. By implementing around 1,000 projects for our partners at any given time, UNOPS makes significant contributions to results on the ground, often in the most challenging environments. Background Information – Project The project 'Mozambique Northern Crisis Recovery Project' will be based in Cabo Delgado Province supporting the resettlement of IDPs in 20 relocation sites. The project will support both IDPs and Host communities to improve access to basic services and economic opportunities. The project comprises of 4 main objectives related to the ? Component 1: psychosocial social support and community peace building; and enhancing State-society trust and confidence.? Component 2: provision of agriculture and fisheries inputs, cash for work programs for youth and women and the provision of kits for micro and small business development; and training on entrepreneurship and business management. ? Component 3: the restoration of basic services, small works for agriculture production, education and health infrastructure and the construction or rehabilitation of school and health infrastructure and community services and amenities in temporary and relocation sites and host communities. ? Component 4: strengthening of technical capacity of government authorities and local governments for conflict management. This component will also support project implementation, financial management, procurement, safeguards, reporting, and monitoring and evaluation. The project will be implemented in collaboration with government authorities and will be guided by the various programme guidelines provided by the World bank- as the funding source. The project team is expected to contain Programme management staff, Safeguards staff, Monitoring and Evaluation staff and infrastructure staff and will require significant stakeholder and partner participation, engagement, coordination and management. Local Context: While UNOPS has an established presence in Mozambique, this new project requires establishment of operational presence in the North, particularly the provincial capital of Pemba. UNOPS will support the National Government PIU to deliver this project and ensure adequate support is provided to build sustainable capacity in relevant institutions Job Specific: Under the overall guidance and supervision of the Community Development Officer, the incumbent shall support the coordination of activities implemented under Component 1 and 2 of NCRP in the northern districts of Cabo Delgado, with focus on monitoring the progress of Implementing Partners and government stakeholders in the implementation of project activities, including the verification of their compliance with the scope of work, minimum requirements and work plans approved by UNOPS and attached to the grant support agreement. The incumbent will also gather feedback from community and the beneficiaries and support the functioning of the grievance redress mechanism of NCRP in the northern districts of Cabo Delgado (Palma, Mocimboa da Praia, Muidumbe, Quissanga and Macomia). Under the guidance of the Community Development Officer, the incumbent will coordinate the implementation of the social cohesion and economic strengthening work package with the respective departments of the district government, engage with the relevant technicians of the district government and with the local leaders to ensure their ownership of NCRP activities to ensure long term sustainability. Assist in collecting relevant data and information necessary for NCRP project planning, implementation, monitoring and evaluation as well as assist in regular monitoring and evaluation of project plans, activities and targets; Conduct regular site visits to all activities implemented by Implementing Partners (IPs) under Component 1 and 2 of NCRP in the northern districts of Cabo Delgado to capture progress and compliance of the IPs with the ToRs, SOW and work plans approved by UNOPS; Formulate reports from all the site visits with observations and issues to be escalated to the Community Development Officer and/or Project Manager; Support the project team to maintain engagement with relevant departments of the district government (related to youth, employment, economic activity, social services) in order to inform them about the progress of activities and engage them in site visits whenever necessary and as directed by the Community Development Officer and/or Project Manager; Maintain engagement with the local leaders and with the community members to gather their feedback about the project activities, document the feedback and escalate as necessary; Provide support to the Safeguards Unit in the functioning of the GRM in the northern districts of Cabo Delgado; Provide assistance in terms of coordination with appropriate returnee, IDP and host community representatives and other relevant stakeholder to coordinate NCRPs Component 1, 2 and 3 activities and get their engagement, support participation and advocacy; Support the organization of stakeholder engagement meetings and workshops with the participation of provincial government, district government, NGOs and other stakeholders; related to the implementation of the community development activities under Components 1 and 2 of NCRP; Support the organization of sessions for approach alignment and sharing of best practice between the implementing partners working under a specific work package in frames of the community development activities under Components 1 and 2 of NCRP; Support the documentation of success stories, best practices and innovative approaches within the Components 1 and 2 of NCRP; Support partner's capacity building training and all other ad hoc meetings related to quality management and timely implementation of planned work packages; Perform other duties as assigned by the Supervisor/or Project Manager. Experience Minimum of 6 years work experience in the field of community development, social work, stakeholder engagement, liaison with the government, project coordination, and community engagement & mobilization is required (2 years of experience in combination with a bachelor degree will be accepted); A minimum of two (2) years of experience in reporting and monitoring and evaluation of field interventions is required; Experience in post-conflict and disaster contexts is desired; Experience in implementing donor-funded projects is desired; Knowledge of the local context of Cabo Delgado is required.
