Management (Information & Communication Technology) INFORMATION TECHNOLOGY OFFICER- Supervisor to Senior Assistant ManagerJOB SUMMARY / PRIMARY ACCOUNTABILITIES: 1. The IT Officer is responsible for the maintenance and management of the IT Infrastructure of the Bank, ensuring the availability of network and connectivity of the company. 2. The IT Officer is generally tasked in assisting the IT Head and supervises the IT Staff to ensure that all policies, guidelines, procedures and internal controls set by the management and other regulatory bodies are complied with and undertaken by the department. 3. The IT Officer is generally responsible in assisting the IT Head in bank-wide processes in relation to information technology operations, quality of service, communicating job expectations, planning, monitoring, and appraising job results, coaching, counseling, and disciplining IT staff, initiating, coordinating, and enforcing systems, policies, and procedures, maintaining a safe and secure work environment, developing personal growth opportunities, maintains organization`s effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing information technologies, studying organization goals, strategies, practices, and user projects, maintains quality service by establishing and enforcing organization standards, completes projects by coordinating resources and timetables with user departments and data center. 4. The IT Officer shall assist the IT Head to ensure adherence to existing internal control procedures while maintaining the highest quality of service.\ 5. The IT Officer is authorized to take any reasonable action necessary to perform the duties and responsibilities of his/her designation within the limits of authority established by the bank policies and procedures in accordance with government regulations consistent with sound business judgment.COMPETENCIES: Demonstrated experience in, or working knowledge of, several information security and compliance related disciplines to include: 1. Technical competencies in a. Infrastructure b. Network c. SecuritySPECIFIC DUTIES AND RESPONSIBILITIES: A. Management: 1. Manage technology services that meet the operational requirements of the Bank. • Recommend information technology strategies, solutions policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements. • Accomplish financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiate corrective actions. 2. Evaluate the performance of IT staff and recommend training or certification to upskill the staff. 3. Provide support to the IT Head and the Department in implementing IT related projects of the Bank. 4. Participate in other projects involving IT solutions and support. B. Operations: 1. Provide assistance to IT Head and assume responsibility for the absence of Database and System Supervisor. a. He shall guarantee the availability of all IT-based systems to their required uptime, ensuring that Service Level Agreements (SLAs) are met and complied with. This includes the following: • Periodic maintenance on hardware components and devices. • Performance monitoring relative to CPU and memory utilization. • Growth rate analysis relative to storage requirement. • Availability of network connections, communication facilities and other communication devices. • Access to the systems is granted to authorized persons only. b. He shall ensure the correctness and integrity of the information processed, stored, and generated by all IT-based systems. This includes the following: • Security controls exist in all IT systems.• Bug-free application programs. • Has passed from a thorough system, integration and stress tests. • Has passed the User Acceptance Testing (UAT) prior to production. • Has also passed the security acceptance requirements prior to production. • Performs and manages data back-ups c. He shall play a role model in safeguarding the confidentiality of the information, protecting the data from any unauthorized modification or disclosure. This includes the following: • Accessing only the systems that he/she has been given authorization. • Keeping all confidential information safe from being viewed by others. • Practicing due diligence and care when designing a system, giving/granting access, or defining roles and privileges to any IT-based system. • Making sure that all applications and systems software are properly evaluated before installation / implementation. • Giving respect to copyright laws, installing only licensed and legal software on the right computer. • Reviewing regularly Access privileges and login accounts to each system. • Ensuring well-implemented security solutions and properly designed network controls. 2. Provide on-call technical support to all employees to ensure all hardware and software used are functional for continuous efficiency and productivity of employees and the operations. 3. Assist in resolving or providing technical support for concerns or issues that may arise in the core banking system. Ensure that the core banking system is functional on a day-today basis. 4. Assist in reviewing and implementing the Business Continuity Plans of IT and of the Bank. May recommend improvements/ additional plans for Business Continuity that will make the execution better; applicable to the current situation of the Bank and/or of the country. 5. Assist in ensuring that IT assets/ equipment are well documented and updated. a. Assist in assessing the efficiency of IT assets/equipment; recommend upgrades and improvements. b. Assist in upgrading IT assets/ equipment. 6. Assist in delegating or in fair distribution of tasks to IT staff in order to complete deliverables within the given or required timeframe. 7. Assist with interaction, negotiations and relationship building with vendors.C. Custodianship/ Accountability: 1. Assisting the IT Head on safeguarding the following: a. Administrative access passwordb. Software Licenses c. Back-ups d. System Maintenance Agreements e. IT Equipment (Data Center) 2. Support Logs 3. System Performance Data/ Reports D. Monitoring and Reporting: 1. Network Uptime and Downtime, Network Performance, Firewall Connection and Policy, Monitors organization`s effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing information technologies. 2.
