This role will be reporting into an EMEA PMO director with a matrix line to the US PMO lead for the account.
Here are some of the key roles expected to be delivered as the PMO support:
As part of the PMO support, will:
Track, on a weekly basis, the time spent on a Project-by-Project basis. The Service Provider will provide a report detailing these metrics at the end of each week.
Provide expertise and knowledge resources, methodology, standards and governance for the capital projects in applicable regions.
Establish consolidated GEHC PMO playbook, policies and guidelines; operational service level agreements and Key Performance Indicators for Projects. Such policies will be developed using GEHC's standard templates, when requested by GEHC.
E stablish baseline GEHC capital project design and construction standards and maintain PMO and project delivery process model, systems and technologies incl. integration.
Define data requirements, and ensure high project data quality. Final Execution Version Confidential
Ensure that needed (PMO and PM) project resources are made available when needed.
Provide PMO competence development, on-boarding and support for internal and external project resources.
Identity project delivery solutions at competitive cost through collaborator relationships.
Support implementation of non-capital business change programs.
The PMO, will perform capital expenditure management (capital planning), including the following:
Establish capital expenditure process and prepare annual plan together, including commercial real estate-process implementation and support.
Monitor the Project portfolio and pipeline and assist in project prioritization when needed.
Track and report capital expenditure status, and provide support in cost and performance benchmarking for local / regional cost assurance.
The PMO, will provide Project governance and reporting, including the following:
Establish data requirements to enable and maintain project dashboard.
Establish GEHC reporting calendar and provide clear and actionable project status reporting to GEHC and stakeholders.
Maintain delivery quality controls and provide KPI performance reporting.
Support program and project delivery consistency, compliance and governance across the regions.
The PMO, will manage the following:
Capital Planning accuracy and data quality (YoY improvement).
Establishment of a consistent capital planning process. PMO KPIs (actual-to-budget, reporting on schedule).
Identification of risks and provision of risk reporting for compliance by vendors to GEHC policies, risk mitigation.
Business unit stakeholder and end-user satisfaction.
There may also be a requirement to support on project delivery, here are the key expectations:
At the request of GEHC, oversee all aspects of managing a Project, and coordinate all internal resources and services.
Directly manage individual project schedule, budget and space efficiencies, taking corrective actions when required to meet expectations in coordination with business unit and other GEHC resources.
Serve as the primary resource for project history and information.
Recommend appropriate level of onsite supervision required for the assignment.
Define project goals, expectations, objectives and requirements and secure agreements necessary for such performance.
Identify and manage internal and external cross-functional stakeholders in support of the Project.
Communicate as quickly as feasibly possible conditions that are a risk to accomplishing the Project.
Participate in, and manage due diligence process for each Project.
Provide and evaluate alternatives in the design and construction process and make recommendations on preferred options.
Develop all project documents consistent with GEHC standards, procurement procedures and project specific design approach, budget and schedule milestones.
Prepare the appropriate documentation to obtain GEHC approvals, as required, and coordinate with the architect, engineers and contractors to obtain the requisite governmental approvals.
Coordinate all internal resources (Service Provider and GEHC) and contracted Services with effective communication to ensure projects are completed in a cohesive manner.
Conduct and/or attend regular project meetings.
Produce and distribute reports with consistent meeting minutes generally within one (1) Business Day, but in no case later than two (2) Business Days, following each project meeting.
Review and process all contractor and vendor payments and contracts in accordance with GEHC's policies and procedures.
Monitor and use commercially reasonable efforts to control costs to meet budget.
Plan and coordinate physical moves and be on site during key activities relating to the move).
Assist the architect in coordinating reviews with local state and federal agencies and assist the architect, engineer, construction manager in securing all necessary permits and required public agency approvals.
Maintain all required project files, schedules and budgets up to date and available for review by GEHC.
Upload all information to the applicable project management systems.
Manage project close-outs in a timely manner, including close-out documentation, electronic storage of all applicable documents, drawings, etc., transfer of responsibility for any remaining punch list work, manuals, record drawings and budget reconciliation.
Participate in post-project result audits. Document any project deficiencies, with an action plan and a schedule to remedy, including recommendations to modify processes, procedures and playbooks, as appropriate.
Provide resources that are scalable and meet project demand. Resources must be trained in GEHC policies, procedures, playbooks, project knowledge, and are prepared to assume project responsibility promptly as needed.
